This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Enterprise Services, Office of Facilities and Asset Management, Border Patrol and Air and Marine Program Management Office, located in Spokane, WA Joining the Customs and Border Protection, will allow you to use your expertise in program management to direct a critical program segment for which both the scope and effect of the work have CBP-wide or Program Office-wide impact. This position starts at a salary of $107,807.00 (GS-14, Step 1) to $140,146.00 (GS-14, Step 10) with promotion potential to $140,146.00 (GS-14 Step 10). In this position, you will become a key team member of Homeland Security professionals. Typical work assignments include:
Directing an organization responsible for a variety of diverse programs and/or services that involve or support the mission of Department of Homeland Security/U.S. Customs and Border Protection (CBP), which consists of planning, organizing, directing, coordinating, controlling, and evaluating the activities and programs of subordinate organizations. Determining goals and objectives that need additional emphasis, developing measures that evaluate performance, making recommendations for program improvement, and managing all resources as corporate assets. Ensuring that assigned programs and processes are covered by internal controls and that appropriate precautions are taken to prevent waste and misuse of resources in accordance with the Federal Managers Integrity Act (FMIA). Managing the development, assignment, and higher-level clearances of goals and objectives of subordinate organizational units or lower organizational levels. Approving multi-year work plans developed by subordinate organizational units and subsequently managing the overall work to enhance achievement of the goals and objectives.
Experience:
You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Overseeing a program segment that performs professional, technical, and/or administrative work; Being responsible for initiating and monitoring special studies to include analysis of workload, personnel utilization, administrative facilities, and organization operating requirements for the program segment; Managing the development, assignment, and higher-level clearance of goals and objectives of subordinate organizational units or lower organizational levels; and Developing methods, internal controls, programs and procedures to improve cost effectiveness, streamline organizational structures, and assuring conformity with sound management principles. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 10/22/2020. There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency wavier by meeting one or more of the following conditions:

All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
