Medical Administrative Assistant

Duties include, but are not limited to:
Act on behalf of Medical Center Director and is delegated full authority by Director, Health Administration Services for administrative activities. Instruct and guide staff members regarding medical legal matters relative to patient care and hospital administration. Interpret VA rules and regulations and federal laws relating to determining legal entitlement to benefits relating to hospital admission, nursing home, dental, outpatient care, patient transfer and beneficiary travel. Process applicants for medical care and benefits after normal duty hours and determines eligibility for such benefits. Authorize beneficiary travel, assist and counsel applicants concerning all aspects of legal entitlement and benefits. Process administrative issues surrounding beneficiary death elopements, suicides, assaults, homicides, code blue, cost recovery matters, and facility of community disasters, etc. Process all requests for release of information in accordance with VA regulations, VA policies, Privacy Act, HIPPA Laws, and Freedom of Information Act. Provide administrative authority, guidance, and advice to the clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tour hours. Directly intervene when problems regarding patient activity occur, advising clinical staff of the appropriate administrative action. Serve as the Patient Advocate after normal duty hours. Responds to complex questions involving a range of issues. Resolve patient and family complaints/concerns effectively, which requires tact and harmonious working relationships with patients, their families, visitors and stakeholders. Must be able to make decisions and take responsibility regarding emergent and non-emergent situations. Maintain good working relations with both administrative and clinical staff within the medical center. May be responsible for investigating complaints from congressional offices, Veterans, and employees and prepare appropriate responses to include letters and reports of contacts. Determine or substantiate need and calls in off-duty personnel when emergency situations require these services. In the event of alerts, alarms, or other emergencies, coordinates activities as required and provides notification to essential staff and personnel. Secures resources or services needed to manage the medical center. Provides compassionate explanation of death and burial benefits to next of kin; assists with procedures on organ donation. Coordinates with VA Police to enter flags for patients who require an alert, are potentially dangerous exhibit disruptive behavior. Investigates unusual incidents involving welfare, injury, abuse of patients; loss of personal property. Determines the appropriateness of notifying medical examiner on unusual deaths. Assumes the role of Incident Commander for Medical Center Director in event of disasters. Perform other administrative duties as assigned. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5 and for the GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience GS-6:
You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to:
processing admissions of patients; determining applicant eligibility for benefits and services; responding to telephone inquiries regarding services and other administrative matters; coordinating to resolve patient or family complaints; coordinating patient transfers to and from the Medical Center; advising the Leadership on administrative matters; processing requirements resulting from patient deaths or elopements (unauthorized absences); responding to incidents that require immediate action, e.g., fires or other emergencies, maintenance or repair problems regarding facilities, utilities, equipment, or systems, and missing patients; and performing various other duties such as completing daily report logs and entering daily gains and losses into a computer. Specialized Experience GS-7:
You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to:
knowledge of medical administrative matters that occur during the tour of duty, represents and acts on behalf of the Medical Center Director in (no-policy making) administrative matters; represents management in matters pertaining to the lawful retention of Veterans in the VAMC; maintain continuity of functions and provides full medical administrative support after normal duty hours to clinical and administrative medical center staff; responsible for achieving management objectives and supporting the decisions of management in carrying out duties; and provide technical guidance necessary to meet procedural, legal, and administrative requirements relating to the care and treatment of patients to achieve optimum use of available resources. Maintains good public relations for the medical center in these contacts. There is no educational substitution for the GS-06/07 level. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
