Major duties include but are not limited to:
Conducts research type studies and interprets precedent designs, Engineering handbook, journals, construction standards, manufacturer's literature and standard specifications in proposing a design and layout. Reviews contractor prepared shop drawings and submittals for sufficiency and contract compliance. Investigates, analyzes and resolves problems pertaining to the design, installation, maintenance, operation or repair of facilities. Coordinates and works with other engineering employees assisting in the development of construction project plans and specifications and other incidental, related activities. Develops criteria for systems library routines and file management control procedures, including hard copy facility/building/utilities drawing files. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
develop long-range and short-range facility plans, implement engineering problem solutions involving projects, maintenance and operations of buildings, grounds, utilities, transportation, etc., reviews the performance of in-house project designs, manages and assists in hiring Architectural & Engineering (A/E) firms to perform project designs, serves as a Contracting Officers Representative, maintains record drawings. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full academic years of progressively higher-level graduate education leading to a doctoral degree in a field closely related to the duties of the position. (Transcripts Required). OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the GS-10 grade level but less than one year, and more than two years, but less than three years of graduate education. I have computed the percentage of these requirements that I meet, and the total is at least 100% for the GS-11 grade level. (Transcripts Required). Work is regularly performed in several environments:
indoors in an area with noisy printers and plotters operating. There are risks incurred while visiting construction sites and while performing inspection duties, such as noise, hot/cold weather, dust, working in close proximity to construction equipment. Employee may be required to wear protective clothing or use protective equipment such as hard hat, boots, gloves, hearing protections, and goggles. Incumbent may be exposed to hazards of tripping, falling, shock, burns, dust, fluids, chemicals and a variety of diseases. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
