Major duties include but are not limited to:
Conducts research type studies and interprets precedent designs, Engineering handbook, journals, construction standards, manufacturer's literature and standard specifications in proposing a design and layout. Reviews contractor prepared shop drawings and submittals for sufficiency and contract compliance. Investigates, analyzes and resolves problems pertaining to the design, installation, maintenance, operation or repair of facilities. Coordinates and works with other engineering employees assisting in the development of construction project plans and specifications and other incidental, related activities. Develops criteria for systems library routines and file management control procedures, including hard copy facility/building/utilities drawing files. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
develop long-range and short-range facility plans, implement engineering problem solutions involving projects, maintenance and operations of buildings, grounds, utilities, transportation, etc., reviews the performance of in-house project designs, manages and assists in hiring Architectural & Engineering (A/E) firms to perform project designs, serves as a Contracting Officers Representative, maintains record drawings. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full academic years of progressively higher-level graduate education leading to a doctoral degree in a field closely related to the duties of the position. (Transcripts Required). OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the GS-10 grade level but less than one year, and more than two years, but less than three years of graduate education. Work is regularly performed in several environments:
indoors in an area with noisy printers and plotters operating. There are risks incurred while visiting construction sites and while performing inspection duties, such as noise, hot/cold weather, dust, working in close proximity to construction equipment. Employee may be required to wear protective clothing or use protective equipment such as hard hat, boots, gloves, hearing protections, and goggles. Incumbent may be exposed to hazards of tripping, falling, shock, burns, dust, fluids, chemicals and a variety of diseases.
