Associate Director for Patient Care Services / Nurse Executive

The ADPCS is responsible for the practice of nursing 24/7 by registered nurses, advance practice nurses, and allied health staff (LPNs, NAs, etc.) regardless of line authority. The incumbent articulates the mission, vision and values of the Medical Center. Embodies the highest professional nursing standards in serving as the Nurse Executive. Advocates for a strong nursing professional role and identity be articulation and promoting philosophy, mission, and vision of professional nursing, as well as sound nursing education programs. The ADPCS exercises final authority and approval over nursing job descriptions, nursing care policies and procedures; nursing standards of patient care, treatment, and services; standards of nursing practice; nurse staffing plans; and standards to measure, assess, and improve patient outcomes. He/she will ensure that all registered nurses, advance practice nurses, and licensed practical nurses are licensed, certified, and/or registered upon employment, and thereafter. The ADPCS and other service leaders participate with leaders from the Executive Leadership Team, management, medical staff, clinical areas, and administrative areas in strategic planning and decision-making processes. The ADPCS participates fully in upper-level management decisions to speak on behalf of nursing and other hospital administration issues and is a member of all Medical Center-level Councils and Committees that govern and influence the operations of the health care system, such as the Executive Leadership Council, Patient Centered Cared Board, Resource Management Board, and the Veteran and Family Advisory Council. The incumbent is fully involved in strategic planning with the VISN 20 Network Director and nationally. Additional duties include but are not limited to:
Forecasts, monitors, allocates, and manages the Medical Center budget, in collaboration with the leadership team Analyzes competing demands for resources and consistently makes efficient resource allocation decisions accordingly Assigns outcome-focused performance goals to service chiefs/managers, cascading overarching performance contract elements to appropriate program areas Establishes and promotes an atmosphere of unity and teamwork through cooperation and integration of clinical/administrative roles, a high level of productivity, customer satisfactions, staff satisfactions, and strong communication channels Develops medical center-wide patient care programs, policies, and procedures that describe how patients' nursing care needs are assessed, evaluated, and met Establishes efficient organizational structures and mechanisms to address nursing issues and assure uniform standards of nursing care across all sites of the medical center Establishes policies and procedures that support the operations of the Medical Center and result in comparable care for patients Implements an effective, ongoing program to measure, assess, and improve the quality of nursing care delivered to all patients Establishes appropriate nursing/patient ratios based on demonstrated workload and determines appropriate skill mix to provide quality, cost-effective patient care Establishes systems for recruitment and selection, licensure/certification, verification, orientation, accurate functional statements, and staff competencies for nursing staff Ensures proper and timely procedures are followed to report licensed health care professionals to State Licensing Boards when a licensed health care professional's behavior or clinical practice so substantially fails to meet generally-accepted standards of clinical practice Successfully transitions new hires into the position by promptly communicating performance elements and standards within applicable timeframes, providing ongoing feedback and coaching, and making appropriate use of the probationary period to assess the employee's ability to perform Establishes results-oriented plans with subordinate employees with cascaded goals within 30 days of the beginning of the performance appraisal cycles Completes and communicates performance appraisals, measured against performance standards Identifies and addresses specific, performance-related deficiencies with the employee in a timely manner Appropriately recognizes and rewards employee's contributions and performance in accordance with policy Works closely with Human Resources Management Office for recruitment activities, conduct issues, performance and all other personnel matters Work Schedule:

Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:
The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Experience:
At least five years of experience in direct patient care settings that include outpatient care within the last 10 years; experience functioning and/or managing programs and personnel within a federal or military service;experience making business decisions in a clinical environment; supervisory experience; knowledge of electronic health records and virtual care modalities Reference:

This position requires potentially long periods of continued walking, standing, and sitting. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
