Supervisory Duties:
Takes responsibility for the day-to-day supervision of the Hematology/Coagulation/Transfusion Medicine Section, prepares work schedules and assigns duties to subordinates to assure efficient and timely performance of all Hematology/Coagulation/Transfusion Medicine tests and procedures. Reviews all of the Hematology/Coagulation/Transfusion Medicine results (including results from off-hour and weekend shift(s) for correctness as required by the American College of Pathologists (CAP), directs involved technicians/technologists in the correction of errors, and notifies attending physicians as appropriate. Provides technical guidance to technicians/technologists when quality control or instrument problems occur. Designs and prepares appropriate instrument maintenance logs, reviews these logs monthly, and assures that proper routine maintenance is being done by the technicians/technologists. Develops policies and procedures for the Hematology/Coagulation/Transfusion Medicine Section. Writes and updates procedure manuals in the Hematology/Coagulation/Transfusion Medicine area. Evaluates and implements the use of new methodologies and instrumentation in the section. Trains lower grade technicians/technologists in the use of new procedures and instrumentation in the section. Maintains appropriate levels of supplies and reagents for the efficient operation of the general Hematology/Coagulation/Transfusion Medicine area. Implements the performance of CAP survey unknown specimens by technicians/technologists in the Section, and prepares the appropriate work sheets for the Quality Control Technologist. Documents corrective action taken on out-of-range CAP survey results. Ensures compliance with accrediting agency and regulatory requirements. Assures that all standards of the American College of Pathologists (CAP) are practiced at all times in the Hematology/Coagulation/Transfusion Medicine Section so that the section will qualify for accreditation by CAP. Responsible for professional and administrative management of the Hematology/Coagulation/Transfusion Medicine section. Maintains effective interdepartmental relations with other services, supervisors and staff in order to accomplish the medical center goals. Managers and Supervisors with Hiring Responsibility Duties:
Analyze current and future workforce requirements to determine competencies and skills needed. Work with servicing Human Resources Management Office in participating in all steps of the recruiting and hiring process to expeditiously recruit for vacant positions and to select qualified employees, including obtaining at least two references for the selectee. Successfully transitions new hires into the position by promptly communicating performance elements and standards within applicable timeframes, providing ongoing feedback and coaching, and making appropriate use of the probationary period to assess the employee's ability to perform. Appropriately identify and address specific, performance-related deficiencies with the employee in a timely manner to ensure employee is given every opportunity to improve to a successful level of performance. Develop the ability of the subordinate staff and others, as appropriate, to perform and contribute to the organization through coaching, mentoring and providing ongoing feedback and by granting opportunities to learn through formal and informal methods. Work with the servicing Human Resources Management Office, as appropriate, to ensure that an employee's conduct deficiencies are addressed expeditiously. Medical Technologist Duties Works as a technologist and accomplishes duties specifically assigned to the Technologist. Performs, as needed, all manual and automated tests in the Hematology/Coagulation/Transfusion Medicine area as outlined in the procedure manual. Calibrates, standardizes, and adjusts the Hematology/Coagulation instruments; verifies correct instrument operation using established procedures and quality control checks; and identifies the cause of common problems and makes simple repairs. Responsible for the generation of the laboratory results from his/her area into the laboratory computer system and for the editing and verification of the results recorded into the computer system. Evaluates the validity of data in relation to the test system and assay procedures; correlates quantitative data with patient data (i.e., history, medications), to verify results; performs additional tests to clarify or confirm abnormal patient results; and recognizes abnormal results which require immediate attention by the physician and reports them directly. Ensures activities associated with process improvement, customer service, data driven decision making, or team driven change are accomplished. Work Schedule:

MTs must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. Education and/or Experience Combination:
(1) A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree. OR, (2) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. OR, (3) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. Certification:
Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. Foreign Graduates. Graduates of foreign baccalaureate degree programs meet the educational and/or experience requirements if the degree is found to be equivalent to degree programs recognized by the NAACLS or clinical laboratory experience as described in paragraph 2b(2) or (3) above. This finding may be based on either of the following:
(1) A letter from a college or university with a baccalaureate program recognized by the NAACLS stating that the individual's foreign degree has been evaluated and been found to be equivalent to its bachelor of medical technology degree. (2) A letter from ASCP-BOC or AMT stating that the individual is eligible for the certification examination. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Experience:
Must have 1 year of creditable experience equivalent to the full performance level (GS-9), which is directly related to the position to be filled. OR Education:
Must have 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related field. AND Demonstrated Knowledge, Skills, and Abilities:
In addition to the experience or education above, the candidate must demonstrate the following KSAs:
a. Knowledge of Federal and state laws, regulations and accrediting/regulatory requirements in order to develop plans and procedures for the laboratory. b. Knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program and/or education and training of laboratory staff. c. Demonstrated leadership and managerial skills including skill in interpersonal relations and conflict resolution in order to deal with employees, team leaders and managers. d. Ability to perform the full range of supervisory duties which includes responsibility for assignment of work, performance evaluations, selection of staff, recommendation of awards, advancements and disciplinary actions. e. Ability to plan, organize, set short and/or long term goals and conduct studies on technical and administrative problems, including personnel shortages, organizational structure, new technology, etc. f. Knowledge of concepts, principles and methods of clinical laboratory technology and operations. References:

The incumbent must be able to perform light lifting and carrying up to 14 lbs., reaching above the shoulder, use of fingers and both hands, intermittent walking and standing for up to 4 hours in a shift, intermittent bending, use of both arms and legs. Specific visual requirements include use of eyes, depth perception, ability to distinguish basic colors and shade of colors, hearing (aide permitted), emotional stability; ability to work closely with others and ability to work irregular hours.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
