CIVILIAN PAY TECHNICIAN

You will receive and examine complex payroll authorization documents (such as.:
leave authorization forms, allotments, employee organization deductions), make computations, and prepare proper forms for the pay of the full variety of civilian positions (such as:
doctors and nurses under Title 38). You will review time and attendance actions and utilize Fiscal or HR databases and VA systems (such as:
HR Smart and VISTA to ensure employees' records are correct to ensure employees are paid accurately and on time). You will audit pay and leave accounts to identify and correct delinquent or erroneous personnel actions or timekeeping errors. You will conduct extensive record searches, trace discrepancies that occurred in the past, and determine the appropriate corrective actions based on existing guidelines. You will must be able to determine proper application of various guidelines to each pay plan (such as:
various pay systems (Title 5, Title 38, Veterans Canteen Service, Fee Basis, part time - full-time, or intermittent), with different entitlements to pay, leave, deductions, and benefits based on these pay systems) involved as well as for two separate retirement systems. You will audit timekeepers within your time and leave units on a semiannual basis as mandated. You will prepare special reports required for management control, payroll reconciliation, budget, or accounting purposes. You will assists customers in a professional, courteous manner. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience must demonstrate:
providing payroll services for civilian employees by preparing complex pay adjustments, reassignments, awards or separations which may involve transfers between pay systems differing in pay, leave, or benefit entitlements, compiling, analyzing and summarizing financial data to comply with local and national policies or procedures. Examples of specialized experience would typically include, but are not limited to:
Knowledge of civilian pay rules, regulations, laws, procedures, or operations Preparing complex pay adjustments; Assists in the training of staff, supervisors, and timekeepers on proper timekeeping and documentation requirements using electronic timekeeping system; Review and certify special pay entitlements that may vary greatly in premium pay or benefits. Conduct intensive research through regulatory materials contained in DVA manuals, Federal personnel manuals, Comptroller General Decisions, public laws, Treasury fiscal requirements manuals, and other supplementary materials such as DVA Central Office directives and local policies, to solve problems of an unusual or unique nature. Stay abreast of public laws, national and local policy and procedures and communicating these changes to staff and timekeepers; Writes a variety of materials to include items for newsletters, memorandums, responses to Congressional Inquiries, reports of special studies, scripts for briefings, and supplements to regulations or directives. Physical Requirements:
The Selectee will perform sedentary work; however, there may be some intermittent walking, standing, bending, or carrying of light items (less than 15 pounds) such as books, binders and reports. The work requires the use of a keyboard to access a computer to access and utilize VA systems. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
