Human Resources Assistant (Recruitment/Placement)

This position is located in the commuting/geographical area of Spokane, Washington, within VISN 20. If the applicant selected for the position does not reside within the commuting/geographical area, he/she will be required to relocate to the commuting/geographical area at his/her own expense and not at the expense of the Department of Veterans Affairs. These duties include, but are not limited to the following:
Works with Hiring Managers to prepare job analysis forms and vacancy announcements. Utilizes USA Staffing (USAS) to create and release vacancy announcements. Adjudicates applicants' Veterans Preference and other eligibilities as appropriate. Reviews and determines applicants' qualifications for positions. Prepares and refers Certificates of Eligibles (COEs) to Hiring Managers. Audits and completes returned COEs from Hiring Managers. Communicates and completes tentative and firm job offers to selectees. Completes pre-employment screenings and USAS on-boarding tasks of selectees. Provides HR Staffing Specialists, HR Supervisors, Service Supervisors and Service Chiefs with pertinent facts and information about the appointments, on-boarding tasks and credentialing statuses of applicants via verbal or written communications. Researches and obtains supporting documentation to provide copies to others as requested by the HR Specialists. Utilizes various office automation equipment to track hiring data and to update and generate reports through HR systems. Maintains and updates written and electronic folders and files related to employment advertisements, Applicant Supply File, Delegated Examining Unit (DEU) requests, and Job Opportunity Announcements (JOAs). Develops, requests and purchases employment advertisements for vacancy announcements. Receives, screens and provides answers to inquiries from internal and external customers about federal employment, general HR procedures, and current and accurate basic federal regulations and policies related to HR in a timely manner. Serves as the Purchase Card Holder and complies with all acquisition regulations. Performs HR Assistant and general office and clerical support work, as well as other duties as assigned. Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade level that has equipped me with competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-06 grade level or higher, or an equivalent level of responsibility. Examples of creditable specialized experience include, but are not limited to:
Assists hiring managers in the preparation of job analysis and vacancy announcements; releases vacancy announcements to USAJOBS; applied veterans preference to applicants; performs qualifications of applicants; prepares and issues certificates of eligibles to hiring managers; makes and completes tentative and firm job offers to selectees, as well as coordinates entrance on duty (EOD) dates; provides the appropriate HR staff and hiring managers with pertinent facts about appointments and all the tasks required for on-boarding by verbal and/or written communication; researches and obtains supporting documentation related to credentialing and provides copies to other as requested by HR staff; utilizes various automated systems to track recruitments; updates and generates reports in various HR systems; develops, requests and purchases hard copy and electronic advertisements for recruitments to outside recruitment agencies; maintains various files and lists regarding recruitments; reviews background investigation paperwork for completion; serves as Purchase Card Holder to purchase, reconcile and resolve disputes of purchase card charges; receives and screens verbal and written communications from internal and external customers; and performs HR Assistant and general office and clerical support work. Applicants may substitute education for the required experience. To qualify based on education for this grade level, applicants must have at least one (1) year of graduate education (18 semester hours) in an accredited college or university that has equipped me with knowledge, skills and abilities necessary to do the work of this position, and that is typically in or related to the position to be filled (e.g., Human Resources, Business, Public Administration, or Management). NOTE:
One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent One (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours should be considered as satisfying the one (1) year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to one (1) year of full-time study at the school attended. Applicants may also combine education and experience to qualify at this level. Applicants must have a combination of specialized experience and graduate education as described above that meets 100% of the qualification requirements for this position. For example, applicant has 7 semester hours of directly related graduate level courses beyond the first 9 semester hours of progressive graduate study and 9 months of experience. The applicant meets 78% of the required education and 75% of the required experience. The applicant meets 100% or more of the requirement for 1 year of specialized experience and is qualified for the position. NOTE:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
